Open a new empty image at least 150x150.
Apply the dingbat of your choice with text tool in a big size (e.g 72).


Do not resize it now or it's edges will blur.
Go to "Object" menu,"Convert text to curves","as single shape"


Double click on the "Vector 1" layer and choose a unique name.
(it must be unique or PSP will not recognise the shape)


Go to "File","Export","Shape"


In the window that pops up, enter the file name of your choice.


Select the shape tool.


Then go to shape library to check that you have the vector as a new preset shape.


You can now use it as any preset shape :
1) Transform it with the pen tool :





2) Modify line style and thickness, fill style, etc...


3) Copy, paste, flip and mirror to add it to a frame


4) And more important, resize it without blur

That's all folks ! :)
As you can see, you don't need all those programs offered on the Internet just to do that !
